From Sağlık.NET to e-Nabız: The Digital Journey of Personal Health Records in Türkiye

Personal health record systems are among the leading digital health solutions that enable individuals to directly access and effectively manage their own health data. This concept, which first emerged on a global scale in the 1970s, has played a critical role in the patient-centered transformation of healthcare services on a global scale since the 2000s. These systems, which have become an indispensable component of modern healthcare infrastructures over time, both increase the health literacy of citizens and provide healthcare authorities with data-driven management capabilities.

Türkiye has not only kept pace with this transformation but has also achieved a pioneering position in this field through the Ministry of Health's visionary approach, strategic importance given to digitalization, and determined steps. e-Nabız, which is Türkiye's personal health record system and serves as a natural continuation of Sağlık.NET, is one of the most concrete and successful examples of this approach. As Tiga Healthcare Technologies, we are very proud to have contributed to the complete redevelopment and restructuring of e-Nabız from scratch and its subsequent development process since 2016. You can discover step by step below how this system, which represents a significant milestone in Türkiye's digital health journey, has evolved over the years.

2004

Türkiye Health Information System Action Plan was Prepared!

The Ministry of Health of the Republic of Türkiye initiated the "Türkiye Health Information System (Türkiye Sağlık Bilgi Sistemi)" project to gather health information. In this project, which included representatives from the public sector, civil society organizations, universities, and the private sector, the "Türkiye Health Information System Action Plan (Türkiye Sağlık Bilgi Sistemi Eylem Planı)" was prepared to consolidate scattered health data into a unified system.

The Action Plan included the determination of standards in health IT, the establishment of electronic health records in primary healthcare facilities, and the development of model, content, and structural standards for electronic patient records. Also, it involved efforts on data-package communication standards to be used for Integrated Health Information Systems.

2005

Pilot Implementation at Family Practice Level was Launched!

Within the scope of the e-Transformation in Healthcare Project, the transition to the Family Practice system was deemed appropriate as part of the reorganization of primary healthcare services, and a pilot implementation was launched in Düzce. In line with this development, family physicians were mandated to keep personal health records electronically, and the Family Practice Information System (Aile Hekimliği Bilgi Sistemi - AHBS) developed by the Ministry was introduced for this purpose.

2006-08

A Common Language was Established in the Health System with the National Health Data Dictionary (USVS)!

The National Health Data Dictionary (Ulusal Sağlık Veri Sözlüğü - USVS) analysis was initiated to identify the types of data used in the country's health sector. This effort was a strategic step taken for standardization and consistency in data management.

In 2008, the first version of USVS was developed. USVS, Türkiye's first data dictionary, became a reference for information systems used by all healthcare facilities and made a significant contribution to terminological consistency. The digitalization steps to be taken in the following years were also built upon the common terminology established in USVS.

2009

Sağlık.NET is Live!

Sağlık.NET was launched by the Ministry of Health to collect data produced electronically in healthcare institutions directly from their source of origin in compliance with HL7 standards. This project also aimed to increase efficiency and quality in primary, secondary, and tertiary healthcare services by processing the collected data. The project, which provided automation and standardization in data collection processes, represented a significant advancement in national healthcare services.

2012

Sağlık.NET 2 was Launched!

In response to changing needs and technological developments, Sağlık.NET was completely renewed and expanded to include healthcare facilities without SGK contracts (private healthcare institutions, clinics, prison medical services, family practice units), and was renamed Sağlık.NET 2. In accordance with the decision made in November 2012, all healthcare service providers were mandated to transmit data to this system starting from the beginning of 2013.

2015

Sağlık.NET Online (e-Nabız) was Launched!

In order to collect health data from the field in a near real-time manner, the Ministry of Health launched a system called "Sağlık.NET Online," which served as a natural continuation of Sağlık.NET. The platform, which aimed to provide access to personal health data, later renamed as e-Nabız.

2016-17

e-Nabız was Renewed!

Due to the inability of existing e-Nabız system's code structure, source codes, and technical infrastructure to meet current needs and its lack of capability for qualified data exchange with the Ministry and other public systems, it was decided to redevelop the system in 2016. In line with the Ministry's requirements, the new e-Nabız platform, developed from scratch by Tiga Healthcare Technologies using current technologies, was successfully launched in 2017.

With the new system that was put into operation, citizens were enabled to easily access data generated in public, private, and university healthcare facilities through web and mobile applications. Additionally, a comprehensive monitoring infrastructure was established to enable real-time system monitoring, performance indicator tracking, and central-level analysis of field data. Thanks to this architecture, performance deviations and potential error signals were able to be detected before receiving feedback from the field, minimizing intervention times.

2018

Physician Performance System was Launched!

Physician score information obtained from all public hospitals began to be stored centrally within e-Nabız. This step increased transparency and efficiency in the management of performance data of healthcare professionals.

2019

SGK (Medula) Integration was Implemented!

Thanks to the SGK Medula System integration, millions of transactions such as healthcare services, prescriptions, and examination information were matched with Medula data via e-Nabız, making them centrally and instantly traceable. Thus, billions of liras in government resources were saved by preventing financial and labor losses caused by duplicate examinations. The Medula integration became a concrete example of data-driven public administration understanding based on digitalization.

The location information of hospitals and pharmacies on duty also became accessible via e-Nabız. Through the mobile application, citizens gained the opportunity to easily access healthcare facilities during emergencies and times of need.

2019

e-Nabız Reached 15 Million Users!

2020

e-Nabız Played a Critical Role During the Pandemic!

The COVID-19 pandemic, which affected the entire world between 2020-2022, demonstrated that e-Nabız was a powerful digital infrastructure not only for individual health management but also for national crisis management. Through this platform, personalized vaccination schedules were automatically created, digital vaccination cards with national and international validity were generated, and volunteer applications for the TURKOVAC vaccine were collected. Thanks to critical systems implemented for monitoring sample results, patient and disease monitoring information, and enabling contact tracing of patients, information such as patients' radiological examinations, test results, past health records, follow-up reports, medication and contact tracking could all be monitored through a single platform.

The Smart Assistant module, launched in the same year, began providing personalized feedback to users by analyzing the comprehensive health data in the system.

2021

System Architecture was Strengthened and Barrier-Free Access Feature was Implemented!

Technical activities were carried out for the long-term sustainability of rapidly increasing data volume and system integrations; with data aging strategies, large datasets in the system began to be managed in layers according to frequency of use and actuality status. These strategies reduced performance issues as well as storage costs. At the same time, server architecture, database structures, and service layers were restructured according to the principles of high availability, horizontal scalability, and uninterrupted service. In addition, modern microservice architecture compatibility and monitoring-focused infrastructure configurations were implemented in line with current technological developments.

In the same year, in accordance with the principle of equity in healthcare, improvements compliant with accessibility standards were made to enable sight-disabled citizens to use e-Nabız more easily.

2021

e-Nabız Reached 58 Million Users!

2022

Integration with Intensive Care Information Systems was Achieved!

Real-time clinical data collected from intensive care units began to be stored in the central system. Data on patient status, vital signs, and treatment processes were transferred in real-time from relevant healthcare facilities to the central system. Within the scope of a transparency and patient safety-focused approach, this data began to be shared digitally with both patients and authorized patient relatives.

2022

e-Nabız Reached 67 Million Users!

2023

Digital Coordination of All Health Services During in the Time of Disaster was Provided with e-Nabız!

During and after the earthquake that affected 11 cities of Türkiye on February 6, 2023, e-Nabız played a central role in the coordination of health services. Through this module, health data collected in the earthquake zone was transferred to the central system in real-time, and relatives were informed about the health status of citizens affected by the disaster. Additionally, visual records created for the identification of citizens whose identities could not be determined in the relevant region were integrated with the e-Nabız dataset, enabling identification processes to be carried out reliably. This module contributed to search and rescue efforts by reinforcing the importance of rapid, error-free, and effective response during disaster periods.

The "Data Sharing via QR Code" feature was launched, enabling health data to be shared quickly and securely with health professionals and patient relatives. This feature facilitated access to personal health information during physician changes and other emergency situations, accelerating diagnosis and treatment processes.

e-Nabız Reached 73 Million Users!

2024

Inter-Level Digital Referral Chain was Launched!

With the inter-level digital communication infrastructure implemented in 2024, family physicians were enabled to directly share data with secondary and tertiary level specialist physicians through e-Nabız; this way, continuity in patient management processes was ensured, and the effectiveness of the referral chain was increased. These developments both enhanced the effectiveness of clinical decision support systems and created a sustainable digital health ecosystem that strengthened inter-level integration in the health system.

2024

e-Nabız Reached 77 Million Users!

2025

e-Nabız’s Mobile and Web Interface was Renewed!

e-Nabız's mobile and web interface was completely renewed with Tiga Healthcare Technologies' vision, making it suitable for the requirements of the era in terms of both design and functionality. The applications provided to citizens were redesigned with a user experience-centered approach, based on current design trends and accessibility standards. During this process, user behaviors were analyzed in detail, and personalized modules were integrated into the system according to priority needs.

As of  today, e-Nabız has become one of the most comprehensive personal health record systems not only in Türkiye but in the world, with over 78 million users. This platform, which ensures the secure, fast, and integrated management of health data, encourages active participation of individuals in their health processes while also increasing the effectiveness and transparency of health services. This success has been made possible through the strong vision, determination, and efforts of our Health Ministers and senior public administrators who have served until today.

As Tiga Healthcare Technologies, we redeveloped and restructured the e-Nabız system from scratch in 2016 in line with the needs of the Ministry of Health; we have been continuing to contribute to the continuous development of the system since that date. This system, whose all brand and intellectual property rights belong to the Ministry of Health of the Republic of Türkiye, is a concrete reflection of Türkiye's strategic vision in the field of health IT as a digital health success realized through public-private partnership, and continues to serve as an example on an international scale.
